If you have a council PCN
Follow the council instructions and determine whether you are at the informal or formal stage. GOV.UK says a formal rejection normally gives a further 28 days to appeal to the independent tribunal.
If you have a private parking charge
Read the operator's notice and use its initial appeal process first. If rejected, identify the operator's accredited trade association and use the corresponding independent service if available.
If you are already receiving debt or enforcement letters
Do not use an early-stage appeal template without first working out what document you have received. Council cases may have reached charge-certificate or order-of-recovery stages; private cases may involve debt collection or court correspondence.
