Do not jump straight to the tribunal
London Tribunals explains that an appeal normally becomes available only after formal representations have been made to the enforcement authority and the authority has issued a Notice of Rejection.
Grounds of appeal
For parking PCNs, London Tribunals publishes statutory grounds including that the contravention did not occur, the appellant was not the owner, the vehicle was used without consent, the penalty exceeded the applicable amount, there was procedural impropriety, or the relevant traffic order was invalid. The exact grounds depend on the type of PCN.
