London Borough and Transport for London PCNs

London parking, bus-lane, moving-traffic and road-user-charging cases can involve different statutory schemes, but rejected formal representations commonly lead to the independent adjudicators supported by London Tribunals.

What London Tribunals does

London Tribunals supports the Environment and Traffic Adjudicators and the Road User Charging Adjudicators. Its official site covers appeals against PCNs issued by London local authorities and Transport for London.

Examples of London enforcement

Environment & Traffic

Parking, bus lanes, moving traffic, London Lorry Control Scheme and certain other local-authority enforcement.

Road User Charging

London Congestion Charge and Low Emission Zone penalty cases, among other road-user charging matters.

Do not jump straight to the tribunal

London Tribunals explains that an appeal normally becomes available only after formal representations have been made to the enforcement authority and the authority has issued a Notice of Rejection.

Grounds of appeal

For parking PCNs, London Tribunals publishes statutory grounds including that the contravention did not occur, the appellant was not the owner, the vehicle was used without consent, the penalty exceeded the applicable amount, there was procedural impropriety, or the relevant traffic order was invalid. The exact grounds depend on the type of PCN.

Useful London feature: London Tribunals maintains links to the parking-enforcement pages of each London borough and Transport for London.
